2026 Cosmetic Packaging Sourcing Guide

1. MOQ & Lead Times — What to Expect

  • MOQ: confirmed for your project — it depends on the product design, complexity, and order volume.
  • Lead time: depends on tooling development plus production — the total timeline is confirmed with each quote.
  • Sampling: catalogue samples ship fast; custom prototypes are produced after design approval, with the timeline depending on the design and confirmed with your project. Sample fees are typically refundable upon mass-production order.

2. EU PPWR 2026 — Compliance Checklist

  • All packaging on the EU market must be recyclable by 2030 — design for mono-material today.
  • PCR content mandates apply to plastic packaging — rPET, rPP and rHDPE options available with certification.
  • Ask your supplier for documentation: material data sheets (MDS), declaration of compliance (DoC), REACH & RoHS statements, and California Prop 65 where needed.
  • Prefer single-material designs (mono-PP, mono-PET) and lightweighting to stay ahead of the timeline.

3. Halal & Emerging-Market Compliance — Indonesia, ASEAN & the Gulf

  • Indonesia's deadlines are real: cosmetics must carry BPJPH halal certification from 17 October 2026; packaging materials and contact parts from 17 October 2027.
  • Beyond Indonesia: Malaysia (JAKIM), UAE & Saudi Arabia increasingly require halal documentation for imported cosmetics and their packaging.
  • What certification involves: SiHalal application → laboratory testing → LPH audit → MUI fatwa → BPJPH certificate (valid for life, tied to the documented composition).
  • Packaging impact: material declarations for every component, halal/non-halal production separation, halal logo labelling, and non-halal disclosure labels.
  • Ask your supplier for material declarations and clean-production evidence — the certificate is composition-specific, so switching suppliers after certification is expensive.
