Who Owns the Mold? Tooling in Custom Cosmetic Packaging

The mold can be the most valuable thing you pay for in a packaging project and the least documented thing you receive. Buyers spend weeks negotiating the unit price and thirty seconds on the tooling line. That is usually the wrong way round — the unit price is renewable every order, but the mold decision follows the product for years.

This is what tooling actually involves, what drives its cost, and the four questions to get answered in writing before you pay for one.

A product is rarely one mold

When buyers picture “the tooling”, they picture a single mold. A lipstick case is closer to three or four separate tools:

  • the case body
  • the cap (often a different material and a different wall thickness)
  • the inner cup that holds the bullet
  • plus a sleeve or mechanism part on some structures

Each part is its own mold, quoted and built separately. This is the single most common source of a tooling estimate doubling between the first conversation and the final invoice — not a price rise, but parts that were not in the original count.

What actually drives the tooling cost

  • Part count — the multiplier above.
  • Cavitation — how many parts each cycle produces. More cavities costs more to build and less per part to run.
  • Surface finish — a moulded-in texture or a polished high-gloss face is finished into the steel, not applied afterwards, so it is a tooling decision rather than a decoration decision.
  • Tolerances and mechanism — a click-stop cap or a twist mechanism needs tighter steel than a plain wall.
  • Material — different plastics shrink differently, so the mold is cut for the material you choose. Changing material later is not a paperwork change.

The four questions to get in writing

Tooling sits in the same part of a deal as contract terms, so this is commercial advice rather than legal advice — for anything binding, take proper advice for your jurisdiction. That said, these four are the ones buyers most often wish they had asked earlier:

  1. Who owns the mold? Paying a tooling charge is not automatically the same as owning the asset. The answer should be a sentence, not a shrug.
  2. Who maintains it, and at whose cost? Molds wear. A mold that is only ever maintained at your expense, and only ever available at one factory, is a long-term commitment — make that explicit.
  3. Can it be transferred, and on what terms? If you later move production, the mold is either an asset you can ship or leverage you do not have. If the answer is conditional, find out the conditions now, not at the point you want to leave.
  4. Is it exclusive to you? A factory that owns the mold may consider itself free to run it for someone else. If your shape is part of your brand, that matters.

Amortised or one-off

Two ways tooling shows up on a quotation, and they are not equivalent:

An amortised quote frequently looks like the friendlier offer. On a product you intend to reorder for years it usually is not, and the unit-price comparison will not reveal it.

The other route: tooling that already exists

Not every product needs a mold built for it. Factories hold molds from previous programmes, and many of the shapes on a supplier’s catalogue run on tooling that already exists and is already proven.

The consequences are concrete rather than rhetorical:

That last row is the honest trade-off, and it is the reason this is a decision rather than a default. Skipping tooling gets you to market faster and cheaper, but it does not give you a shape only you can sell.

For a first order, a market test or a range launch on a fixed date, the existing route is usually the stronger commercial choice — you are buying proof that the product sells before spending on steel. New tooling earns its cost when the shape itself is the brand, or when the existing options genuinely cannot carry the product.

One thing to be aware of on the existing route: ask whether the shape is currently in production and how often the mold runs. A mold that has not been run for years may need rework before the first shot, which quietly reintroduces a tooling stage you thought you had avoided.

A real product on existing tooling

A current example from our own catalogue — a lipstick case that runs on tooling built and proven long before this order:

There is no tooling line on this product, and no tooling stage in its schedule. If your brief can be met by a shape like this, the launch question becomes decoration and packing rather than engineering.

What to decide first

  1. Is the shape the differentiator, or is the formula, brand and speed to market the differentiator? Only the first one justifies new tooling.
  2. If new tooling is justified: agree the part count before the price, so the scope cannot drift.
  3. Answer the four ownership questions in writing before paying anything.
  4. If the route is existing tooling, confirm the mold is currently running before you build a launch date around it.

Both routes are legitimate. The mistake is not choosing one — it is paying for tooling without knowing what you own at the end of it.
